Kaushalya scheme

Plan introduction

Kaushalya Yojana is a state government funded scheme under which skill training programs for women are to be conducted as per the employment oriented national standards.

Purpose of the plan

  • Providing the necessary skills to women for employment or self-employment

  • Ensure participation of women by providing skills in non-traditional areas.

  • Increasing employment opportunities for women

  • Achieve an increase in the remuneration level after training.

Physical goal of plan: From the year 2017-18, 2.00 lakh women will be trained every year.

Registration process

Based on the educational qualification prescribed for each course for admission, the process of online selection of trainees will be taken as per the merit.

Trainees will be registered on the portal. Aadhaar number is being used only to ensure that a candidate does not register more than once during the scheme . The training provider will provide support for Aadhaar registration of the candidate.

Deposit training fee

The training program is free. The entire financial burden will be borne by the government.

Provision for post-training employment

At least 70 percent of the total trained should be paid or self-employed. In the case of paid employment, within three months after the passing of the trainee, a salary equal to the minimum wage to a semi-skilled worker in Madhya Pradesh should be given. In the case of self-employment, the vocational training provider will have to submit the certificate of registration of the enterprise, if the case is approved under a government scheme, then the bank account details for his acceptance letter and certificate of income earned.

In the context of training conducted through government institutions, the work of planning of trainees will be done by MPSSDM and Employment Generation Board altogether.

After placement of the trainees by MPSSDM and Employment Generation Board, the system of monitoring will be ensured. After training by the vocational training provider affiliated with NSDC, the trained persons will monitor for three months whether they are engaged in gainful employment or they are doing their work in the establishment profitably. The Vocational Training Provider will keep information on the status and their salary / income on the portal at prescribed intervals.

Provision of incentives for self-employment

Entrepreneurship Development Cell has been set up by MPSSDM for self-employment. Special training will be provided to selected / interested trainees for self-employment. DPR (Project Application Report) has been prepared for various dimensions for self-employment by MPSSDM. Training providers will regularly apply under the schemes for self-employment at the District Level Bankers Committee meeting.

Post training certification

There is a provision for certification after training (NSQF aligned) in conformity with national standards. The responsibility of certification will be with the concerned Sector Skill Council. This certificate will be valid for doing jobs in the country and abroad.

National Skills Qualification Framework (NSQF)

The National Skills Qualification Framework (NSQF) defines the level of competence according to the level of knowledge, skills and aptitude. These levels of skills are defined as outcomes that have been achieved by the learner through formal, non-formal or informal learning. NSQF is a quality assurance framework. It is an integrated education and competency-based skills framework at the national level that will provide coordination between vocational education and vocational training.

Training program payment

It will be ensured that at least 70 percent of the trainees will be provided continuous employment for at least three months; otherwise the fourth instalment will not be paid to the training provider.
